that the proponents of many health care proposals have misused or under
appreciated the concept of "paradigm shift" as elucidated by Thomas Kuhn. Most
proposals entail an elabor
ation of the current "top-down" paradigm which has failed to produce new
knowledgein Europe at 1/5 the rate of development in the U.S., but has
inhibited delivery even more drastically. The only current proposals which
hint of changing the paradigm incor
porate some aspect of medical savings accounts, thereby returning some economic
power to the consumer.
